According to Homeland Security Secretary Jeh Johnson, the Obama administration will unveil a new terrorism threat alert system to address what he called intermediate-level threats to the United States.

The current alert, known as the National Threat Advisory System, has never been used because it requires a credible threat. As such, the new system will be augmented to include more realistic warnings about what the government is seeing and what the public should do.

“I believe in this environment we need to get beyond that and go to new system that has an intermediate level to it,” Johnson said at a Defense One Live event.
