On Monday, Republican presidential hopeful Jeb Bush announced that Veterans Affairs reform will be at the center of his 2016 campaign. This comes six months before the first Republican primary, and at a time when Bush and other candidates are vying for support from voters.

The reform plan includes expanding options for care outside of VA facilities without cutting funds to existing VA hospitals and staff. Instead Bush’s campaign calls for cutting back on excess administrators; eliminating waste, fraud, and abuse; and firing poorly performing VA employees.

“Ample resources exist within the VA budget to improve the quality and scope of care,” reads Bush’s policy paper. “In other government agencies, common-sense reforms have saved billions. The VA must get its house in order and send savings into improving veteran choice and veteran care.”
