Repairs have been completed on the guided-missile destroyer USS John S. McCain, which was involved in a collision in 2017 that left 10 sailors dead and caused hundreds of millions of dollars in damages, and the vessel is now conducting "comprehensive at-sea testing," the U.S. Navy said Monday.

In its first sea voyage since the deadly accident, the Yokosuka, Kanagawa Prefecture-based ship and its crew were due to perform a series of demonstrations to evaluate whether its onboard systems meet the U.S. Navy's minimum performance specifications.

WASHINGTON (NNS) -- Huan Nguyen became the first Vietnamese American promoted to the rank of rear admiral during a ceremony at the Navy Memorial in Washington, D.C., Oct. 10.

Nguyen, 60, will serve as the Deputy Commander for Cyber Engineering at the Naval Sea Systems Command (NAVSEA) on the Washington Navy Yard. NAVSEA Commander Vice Adm. Tom Moore served as the presiding officer.

"Today we will welcome the first Vietnamese-born U.S. Navy officer to achieve flag rank, and that is a significant event," Moore said.

Russia's Navy is falling behind the U.S. Navy in combat power, according to Russian defense press.

The Russian Navy's combat capability was just 45 percent of the U.S. Navy's according to an analysis by flot.com, a Russian defense Web site [English translation here]. This is down from 47 percent in 2017 and 52 percent in 2014.

On Jan. 16, the U.S. Navy announced that it has charged five officers under the Uniform Code of Military Justice with negligent homicide, hazarding a vessel, and dereliction of duty in the deaths of 17 sailors who died as a result of the collisions of the USS Fitzgerald and USS John S. McCain with commercial ships in 2017. A chief petty officer from the USS John S. McCain has also been charged with dereliction of duty.
